Ok. If you have Intel Management Engine Interface driver 11.0.0.1146, I hope you don't waste too much time trying to get it to sleep properly (and not hang).
In my opinion, the best way to fix your computer.
1. Order your Windows 8.1 recovery media from Acer (I'm assuming your forgot to create a USB factory default recovery drive and ignored all of the nagging popups when Acer kept reminding your to create a factory recovery drive).

2. Backup your important personal files.
3. When the Acer recovery media arrives in the mail, don't insert the Acer recovery USB drive in your computer yet.
4. Press and hold the Shift key and restart your computer.
5. Click troubleshoot
6. Click advanced
7. click command prompt
8. Select your Account and enter your password
9. Wipe your HDD with diskpart clean. "Diskpart Clean" works on both hard drives and solid state drives. Make sure you select the correct "disk". Be careful.

10. After you wipe your HDD, exit out of diskpart and exit out of command prompt.
11. Press and hold your computers power button until your computer shuts off.
12. Insert your Acer factory recovery media USB drive. And then turn on your computer.
13. Reset your PC to factory condition as per Acer's instructions.
14. After Windows 8.1 installs, make sure you get all of the updates from Windows Update. (Around 259 updates)
15. Make sure you have the latest BIOS 1.12

16. Go to Microsofts website and download and run the Media Creation Tool. "Download tool now"

Select "Upgrade this PC now" and it will upgrade your OS to Windows 10 Anniversary.
17. Don't install Intel Turbo Boost Driver 11.0.0.1146 from Acer Care Center. Don't install Intel Turbo Boost Driver 11.0.0.1146 from Acer's website either. The only Windows 10 drivers you should install are the card reader driver and the Intel SATA AHCI driver.

18. It's ok to update Network, Bluetooth, Realtek audio etc.... etc.... drivers from device manager. But don't update your Intel Management Engine Interface driver from device manager.
If you want your computer to sleep properly, you'll have to continue using the Windows 8.1 Intel Management Engine interface driver 9.5.24.1790 until Acer updates your BIOS to resolve the problem with 11.0.0.1146 (which is probably never going to happen) or posts a new Intel MEI driver(new turbo boost driver)......... (which is also probably never going to happen).
