When I use the ALT-F10 method I end up at the same menu as before. There's no 'troubleshoot' optionImage may be NSFW.

The UEFI also seems to indicate there's no GPT Recovery partition.
When I try to boot off a freshly made (and reformatted) USB key, it doesn't even boot into the windows setup environment:
