Acer R3-131T Can't recover windows

I have a Acer R3-131T. It has been working fine for 9 months. It came with Win10 and it's had all the various automatic updates from Microsoft.

 

Yesterday, it was booted up to a screen indicating the PC/Device needed to be repaired.

 

Depending on when it boots, there are several different error messages, including:

a config\system error 0xc000014c and a ntoskrnl error 0xc0000221.

 

The indication from various parts of the internet was that to fix this I needed windows install media (obviously in this case on a USB key) and then I could fix the MBR and run CHKDSK from the command line.

 

I entered the UEFI and changed boot order around so the USB HDD was first in the order.

 

However, I seem to be unable to get it to boot off my USB key. I had one already made on a USB3 sandisk key. I couldn't get that to boot so I made another one (directly onto the USB key) via the media creation tool. I am in the process of downloading the ISO and writing it to the USB3 key again after re-formatting.

 

Is there something inherent with my R3 laptop that it can't boot off USB? I can't seem to figure out what else I should be doing so I can get to the recovery menu and actually fix my laptop.
