I think you should create an install media, like a USB or DVD, and then try and use it as a repair disk. So make a new Windows 10 install media, via this website...

about 60% of the way down there is some info on the W10 files (before that it is complicated, convuluted and confusing) to appreciate the difficulties involved.
You can buy reset disks I believe. You do a fresh install leaving all your data in place.
You could try the Ubuntu way, it is probably for the likes of me and not a beginner.
