If it's a refurb is it possible that they installed a screen that isn't a touch screen? I know a very common problem with that model is the screen breaking and cracking so it's possible someone installed a non-touchscreen display. Either way, you should still see the option in the device manager follow this process:
You should see it in the in the Device Manager under
Human Interface Devices ----->HID-compliant touch screen. Right click that option and see if it has been disabled.
